The Petroleum Hub Development Corporation (PHDC) has moved closer to sealing an agreement with a consortium comprising prominent Egyptian companies, Chemexa Petrochemical Trading and Kaolin, alongside the African International Alliance for Business and Sustainable Development, and Adfat Group of Companies as local partners.
Following a productive meeting on Monday, October 13, 2025, both the PHDC and the consortium expressed satisfaction with the discussions, with indications suggesting an imminent signing of the accord.
The meeting focused on strategic areas within the hub where the consortium’s specialised expertise could be optimally leveraged, particularly in the development of storage tanks for refined petroleum products and the creation of an ultra-modern city.
In his brief opening address, the Acting Chief Executive Officer of the PHDC, Dr Toni Aubynn, underscored the longstanding bilateral ties between Ghana and Egypt, tracing their origins to Dr Kwame Nkrumah’s marriage with Fathia Nkrumah.
He emphasised that the Petroleum Hub project, which embodies Ghana’s resolute commitment to securing its energy future and creating sustainable employment opportunities for its populace, serves as yet another avenue to fortify Ghana-Egypt relations.
He further observed that the Petroleum Hub represents an ambitious endeavour by Ghana to emerge as a leader in West Africa’s energy landscape, with the PHDC determined to attract investments to the project.
Khaled Mahmoud Sawaby Aly of Chemexa Petrochemical Trading articulated that, having executed landmark large-scale projects in Egypt, his outfit is now poised to extend its footprint across other African nations, with Ghana prominently featured among its priority destinations.
He elaborated that his firm possesses acclaimed expertise in constructing tank farms and innovative urban developments, and stands fully prepared to commence operations upon completion of the requisite procedures.
He reassured the PHDC leadership of their readiness to collaborate synergistically with the PHDC and relevant agencies to yield mutually advantageous results from this partnership. The CEO of the local partner and consultant, Adfat Group of Companies, pledged to the PHDC that his organisation would orchestrate the proceedings efficiently, ensuring not only the execution of the agreement but also its fruitful realisation for all stakeholders.
The meeting concluded with Dr Toni Aubynn extending appreciation and pledging that the PHDC would promptly furnish any pertinent information and support essential to advancing the agreement.
In attendance were the Deputy CEO for Operations and Technical Affairs, Onasis Rosely, along with directors and select management personnel from the PHDC

About the Petroleum Hub Project
The Petroleum Hub Project, estimated at $60 billion, will be located in Jomoro, in Ghana’s Western Region. The hub will comprise: Three refineries with a total capacity of 900,000 barrels per stream day (BPSD),
Five petrochemical plants with a minimum capacity of 90,000 BPSD. Storage tanks with a cumulative capacity of 10 million cubic meters and at least two jetties to support import and export activities.
The project is poised to position Ghana as a leading petroleum and petrochemical hub in Africa, enhancing regional energy security and economic integration.
