The Deputy Chief Executive Officer in charge of Operations and Technical at the Petroleum Hub Development Corporation (PHDC), Onasis Kobby Rosely, has set the record straight regarding the proposed land size for the Petroleum Hub project.

Addressing community leaders and residents during a stakeholder engagement at Tikobo in the Jomoro Municipality of the Western Region, Mr Rosely clarified that President John Dramani Mahama’s directive for the reduction in the land size is 5,000 hectares (equivalent to 12,356 acres), and not 5,000 acres as has been widely speculated.

Providing background to the issue, Mr Rosely explained that during the PHDC’s meeting with President Mahama in November 2025, land acquisition was one of the key issues discussed.

Following the briefing, the President directed the Minister of Lands and Natural Resources, Hon. Emmanuel Armah-Kofi Buah, to expedite the acquisition of 5,000 hectares of land and not acres, as alleged by some groups.

“We continue to receive numerous petitions concerning the land size. We had the opportunity to meet the President in November 2025, during which the land issue was raised as one of the major challenges we are facing,” he said.

“The President, therefore, directed the Minister of Lands and Natural Resources to urgently address the matter and proceed with the acquisition of 5,000 hectares of land. Since then, we have engaged with the Lands Minister and the Lands Commission, and we have developed a clear roadmap for the acquisition process,” he added.

Mr Rosely called for unity and full support for the project, warning that continued disputes over the land size and other related issues could further delay its implementation.

He also noted that several other communities have expressed strong interest in hosting the project, as they believe its successful implementation will bring significant socio-economic transformation to their areas.

The energy expert urged the chiefs, elders, and residents of Jomoro to focus on the immense socio-economic benefits the Petroleum Hub project will bring to the municipality when fully realised.

About the Petroleum Hub Project

The Petroleum Hub Project will be located in Jomoro, in Ghana’s Western Region. The hub will comprise: Three refineries with a total capacity of 900,000 barrels per stream day (BPSD), five petrochemical plants with a minimum capacity of 90,000 BPSD. Storage tanks with a cumulative capacity of 10 million cubic meters and at least two jetties to support import and export activities.

The project is poised to position Ghana as a leading petroleum and petrochemical hub in Africa, enhancing regional energy security and economic integration.
