The Parliament of Ghana has unanimously adopted its Energy Committee’s report on the annual statement of the Petroleum Hub Development Corporation.
A motion for the adoption of the report, moved by the Chairman of the Committee, Hon. Kwasi Bedzrah, on Wednesday, 22nd July 2026, received overwhelming support from the entire House after initial contributions.
In moving the motion, Hon. Kwasi Bedzrah read the concluding part of the report, which stated: “The Committee notes the progress made by the Corporation in strengthening internal controls, improving accountability, and addressing deficiencies identified during audit reviews in the year under review. The Committee urges management to sustain efforts towards implementing the outstanding recommendations.”
In seconding the motion, the Ranking Member of the Energy Committee, Hon. George Kwame Aboagye, highlighted the vision of the Petroleum Hub. He emphasised its importance to Ghana’s efforts to tackle unemployment and enhance energy security.
“Petroleum Hub is something that will help Ghana because they are going to develop refineries, petrochemical industries, and other facilities. At the end of the day, it is going to employ no fewer than 800,000 workers, but it seems our attitude towards the project has been rather slow,” he said.
He also urged the Speaker of Parliament, Rt. Hon. Alban S. K. Bagbin, to rally support for the project and make its development a key priority of his office.
“As we speak now, there is no Executive Instrument on the land they intend to acquire. Payment of compensation to the landowners is still pending. Mr. Speaker, what the Petroleum Hub intends to do for Ghana is a game-changer if we are able to support them,” he added.
This unanimous adoption and widespread commendation by Parliament comes after the Ministry of Finance recognised the Petroleum Hub Development Corporation (PHDC) as one of the institutions deemed “highly compliant” with the rules and regulations outlined in the Public Financial Management Act for the year 2025.
This “Highly Compliant” designation reflects the Corporation’s strong commitment to fiscal discipline, accountability, and transparency.
About the Petroleum Hub Project
The Petroleum Hub Project will be located in Jomoro, in Ghana’s Western Region. The hub will comprise three refineries with a total capacity of 900,000 barrels per stream day (BPSD) and five petrochemical plants with a minimum capacity of 90,000 BPSD. Storage tanks with a cumulative capacity of 10 million cubic meters and at least two jetties to support import and export activities.
The project is poised to position Ghana as a leading petroleum and petrochemical hub in Africa, enhancing regional energy security and economic integration.
