The Petroleum Hub Development Corporation (PHDC) has received a significant financial boost in its efforts to develop the masterplan for the Petroleum Hub project, following a firm commitment from Enterprise Singapore, the statutory body that champions enterprise development in Singapore and beyond.
The commitment was disclosed during a meeting on Thursday, 25 September 2026, between Dr Toni Aubynn, Chief Executive Officer of PHDC; Teo Eng Kiat, Deputy Director at Surbana Jurong Group; and Gina Wang, Assistant Manager at Enterprise Singapore.
Under the arrangement, Enterprise Singapore will support PHDC with $524,000 towards the development of a comprehensive masterplan for the Petroleum Hub project.
According to Teo Eng Kiat, the offer builds on the existing Memorandum of Understanding (MoU) with PHDC and reflects Surbana Jurong’s commitment to supporting Ghana’s ambition of hosting Africa’s premier and largest energy infrastructure.
He added that Surbana Jurong, with its proven track record and resources, remains committed to developing the masterplan that will guide construction of the project, which is to be located in the Jomoro Municipality of Ghana’s Western Region.
An excited Dr Toni Aubynn expressed PHDC’s gratitude to Surbana Jurong and Enterprise Singapore for the financial commitment. He described the announcement as refreshing and timely as the corporation continues to engage and explore various funding sources for the project.
“I am obviously excited about this announcement because it comes at an opportune time when we are working hard to generate funding for the project. The masterplan is an absolutely important feature of the development process, so to get this significant support is extremely important,” he said.
It will be recalled that, on the sidelines of the 2025 Africa Singapore Business Forum, PHDC signed an MoU with the Surbana Jurong Group and Mannschaft Engineering Services for the development of the project masterplan.
Under the agreement, Surbana Jurong will contribute its world-class expertise in master planning, engineering design, project management and sustainability, while Mannschaft will provide resources to finance and facilitate the preparation of key deliverables for PHDC. These deliverables include a comprehensive Masterplan for the Hub, Pre-feasibility and Feasibility Studies, a Business Case, and a Decarbonisation Plan aligned with Ghana’s climate commitments.
The total estimated cost of the masterplan for the Petroleum Hub project is $2 million.

About the Petroleum Hub Project
The Petroleum Hub Project will be located in Jomoro, in Ghana’s Western Region. The hub will comprise three refineries with a total capacity of 900,000 barrels per stream day (BPSD) and five petrochemical plants with a minimum capacity of 90,000 BPSD. Storage tanks with a cumulative capacity of 10 million cubic meters and at least two jetties to support import and export activities.
The project is poised to position Ghana as a leading petroleum and petrochemical hub in Africa, enhancing regional energy security and economic integration.
