The Petroleum Hub Development Corporation (PHDC), on Tuesday, November 25, 2025, held a high-level strategic engagement with the Tema Oil Refinery (TOR) and Bulk Oil Storage and Transportation Company Limited (BOST Energies) to explore potential collaboration opportunities.
The meeting brought together senior management from the three key institutions in Ghanaโs oil and gas sector to discuss areas of mutual interest, explore investment prospects, and consider how joint efforts could accelerate Ghanaโs broader energy and industrialisation agenda.
Speaking at the meeting, Dr Toni Aubynn emphasised the importance of building strong partnerships with key state-owned energy institutions as the corporation works toward establishing a fully integrated petroleum hub in Jomoro, Western Region.
He noted that closer cooperation with BOST Energies and TOR would enhance operational efficiency and build investor confidence, as many prospective investors prefer to see active involvement from established local players in the project.
Dr Aubynn highlighted that the growing demand for petroleum products in West Africa presents a significant opportunity for Ghana to position itself as a central hub for processing, logistics, and trading of oil and gas products.
He further stressed that the designation of the Petroleum Hub site as a Free Zone enclave offers numerous benefits to investors,as companies operating within the enclave will enjoy favourable policies designed to enhance profitability and support long-term growth.
โThe Free Zone incentives and tax exemptions provided by the government make the Petroleum Hub one of the most attractive investment destinations in the region. These include a 10-year tax exemption, after which the rate will not exceed 15% โ all of which significantly boost investor confidence,โ he added.
Executives from BOST Energies reaffirmed the organisationโs commitment to supporting initiatives that enhance energy security and strengthen Ghanaโs position as a reliable petroleum logistics and storage centre in the sub-region.
TOR representatives also expressed their readiness to provide technical expertise and training to PHDC staff, as well as collaborate on training programmes, especially as the refinery pursues its own revitalisation and expansion efforts.
Present at the meeting were the Managing Director of BOST Energies, Mr. Afetsi Awoonor; Deputy CEO of PHDC (Operations and Technical), Mr Onasis Rosely; Deputy CEO of PHDC (Finance and Administration), Miss Halimatu Sadia Abdulai; Deputy Managing Director of TOR, Mr Mustapha Abubakar; and other management members.

The Petroleum Hub Development Corporation (PHDC) was established under the Petroleum Hub Development Corporation Act, 2020 (Act 1053) to lead the development of a world-class petroleum and petrochemical hub in Ghana. The hub is intended to serve the energy needs of the West African sub-region and the broader continent.

About the Petroleum Hub Project
The Petroleum Hub Project, estimated at $60 billion, will be located in Jomoro, in Ghanaโs Western Region. The hub will comprise: Three refineries with a total capacity of 900,000 barrels per stream day (BPSD),
Five petrochemical plants with a minimum capacity of 90,000 BPSD. Storage tanks with a cumulative capacity of 10 million cubic meters and at least two jetties to support import and export activities.
The project is poised to position Ghana as a leading petroleum and petrochemical hub in Africa, enhancing regional energy security and economic integration.
