The Acting Chief Executive Officer of the Petroleum Hub Development Corporation (PHDC), Dr. Toni Aubynn, will on Thursday, September 18, 2025, participate in Ghana Energy Day, which is a feature of the Africa Oil Week Conference.

Dr. Aubynnโ€™s extensive knowledge and expertise in Ghanaโ€™s oil and gas industry will be showcased when he joins a distinguished panel of CEOs to discuss the theme “Leveraging Upstream Oil and Gas Development to Boost the Downstream Value Chain in Ghana.”

The panel will explore strategies for utilising Ghanaโ€™s upstream resources to accelerate growth in downstream sectors, including refining, petrochemicals, gas processing, power generation, and local manufacturing.

The panellists will also share their expert insights on how policy, infrastructure development, and strategic partnerships can bridge the gap between upstream operations and downstream value creation.

Dr. Aubynn is expected to highlight how the Petroleum Hub Project, Ghanaโ€™s largest infrastructure initiative in the oil and gas sector, can address the countryโ€™s energy challenges and secure its energy future.

He will also outline the various investment packages and features that position the Petroleum Hub as an attractive and secure opportunity for investors.

Joining Dr. Aubynn on the panel will be the CEOs of the National Petroleum Authority (NPA), Ghana National Gas Company (GNGC), Tema Oil Refinery (TOR), and Bulk Oil Storage and Transportation Limited Company (BOST).

About the PHDC

The Petroleum Hub Development Corporation (PHDC) was established under the Petroleum Hub Development Corporation Act, 2020 (Act 1053) to lead the development of a world-class petroleum and petrochemical hub in Ghana. The hub is intended to serve the energy needs of the West African sub-region and the broader continent.

About the Petroleum Hub Project

The Petroleum Hub Project, estimated at $60 billion, will be located in Jomoro, in Ghanaโ€™s Western Region. The hub will comprise: Three refineries with a total capacity of 900,000 barrels per stream day (BPSD),

Five petrochemical plants with a minimum capacity of 90,000 BPSD. Storage tanks with a cumulative capacity of 10 million cubic meters and at least two jetties to support import and export activities.

The project is poised to position Ghana as a leading petroleum and petrochemical hub in Africa, enhancing regional energy security and economic integration.
