The Western Regional Minister, Hon. Joseph Nelson, has described the Petroleum Hub project as a monumental initiative with the potential to unlock the full socio-economic potential of the Western Region.

In a welcome address during a courtesy call by the Chief Executive Officer of the Petroleum Hub Development Corporation (PHDC), Dr Toni Aubynn, on Thursday, April 9, 2026, Hon. Joseph Nelson stated that the project could significantly transform the socio-economic landscape of the region.

He highlighted the expected benefits in the areas of employment generation, infrastructure development, and overall economic expansion.

Hon. Nelson expressed delight at Dr Aubynnโ€™s update that significant progress had been made in acquiring the revised land size of 12,300 acres.

He noted that compensation issues had been a major challenge, but was optimistic that with the governmentโ€™s commitment to settling compensation, on-site work would soon commence.

โ€œThe Petroleum Hub project holds so much promise for the Western Region in terms of employment opportunities, infrastructure,โ€ he said.

He also lauded Dr Toni Aubynn for his visionary and dedicated leadership, stating that his tenure has brought renewed energy and momentum to the initiative.

โ€œI am particularly impressed with the level of leadership you have shown. It is reassuring to have someone with your experience and commitment at the helm. I am confident you will deliver.โ€

Hon. Nelson further commended the Lands Commission for its efforts and stressed the need for effective coordination and clear communication to address all land-related challenges.

The meeting formed part of Dr Toni Aubynnโ€™s stakeholder engagement drive across the Western Region.

The Petroleum Hub Development Corporation (PHDC) was established under the Petroleum Hub Development Corporation Act, 2020 (Act 1053), to lead the development of a world-class petroleum and petrochemical hub in Ghana. The hub is intended to serve the energy needs of the West African sub-region and the broader continent.

About the Petroleum Hub Project

The Petroleum Hub Project will be located in Jomoro, in Ghanaโ€™s Western Region. The hub will comprise: Three refineries with a total capacity of 900,000 barrels per stream day (BPSD), Five petrochemical plants with a minimum capacity of 90,000 BPSD. Storage tanks with a cumulative capacity of 10 million cubic meters and at least two jetties to support import and export activities.

The project is poised to position Ghana as a leading petroleum and petrochemical hub in Africa, enhancing regional energy security and economic integration.
