The Minister of Energy and Green Transition, Honourable John Abdulai Jinapor, has touted the Petroleum Hub project as a critical component of the country’s energy value chain.

Speaking during a working visit to the Petroleum Hub Development Corporation (PHDC) on Tuesday, October 21, 2025, Hon. John Jinapor reiterated the government’s recognition of the project’s potential to transform the energy sector and pledged support for the PHDC’s efforts to develop it.

He urged the PHDC’s management and staff to activate all necessary strategies to attract investment to the vital project, which has the potential to position Ghana as a leader in Africa’s energy sector.

“The Petroleum Hub is a very important project as far as the energy value chain is concerned. You occupy a very pivotal point in our energy sector,” he told the management and staff.

While acknowledging the challenges and complexity of a project of this magnitude, Hon. John Jinapor expressed confidence in the PHDC’s leadership to explore innovative and creative approaches to secure investment for the hub.

He observed that the PHDC’s management and staff have a clearly defined mandate to attract investors and must remain committed and innovative in executing their mandate.

Hon. John Jinapor assured the PHDC of his total support, promising to engage with relevant ministries and agencies to ensure the PHDC receives the necessary funding and resources for the project’s success.

On his part, the Acting Chief Executive Officer of the PHDC, Dr Toni Aubynn, reaffirmed the project’s potential to transform Ghana’s energy sector.

He noted that the first phase of the Malaysian Petroleum Hub created 80,000 jobs and remarked that Ghana’s Petroleum Hub, once operational, would significantly address unemployment in the country.

The visit is part of Hon. John Jinapor’s ongoing familiarisation tour of agencies under his ministry.

About the PHDC

The Petroleum Hub Development Corporation (PHDC) was established under the Petroleum Hub Development Corporation Act, 2020 (Act 1053) to lead the development of a world-class petroleum and petrochemical hub in Ghana. The hub is intended to serve the energy needs of the West African sub-region and the broader continent.

PHDC aims to promote innovation, research, and strategic infrastructure development to meet Africa’s growing demand for petroleum products and services. By creating an integrated petroleum value chain, the Corporation seeks to unlock economic opportunities, foster industrial growth, and create sustainable employment for Ghanaians and citizens across Africa.

About the Petroleum Hub Project

The Petroleum Hub Project, estimated at $60 billion, will be located in Jomoro, in Ghana’s Western Region. The hub will comprise: Three refineries with a total capacity of 900,000 barrels per stream day (BPSD),

Five petrochemical plants with a minimum capacity of 90,000 BPSD. Storage tanks with a cumulative capacity of 10 million cubic meters and at least two jetties to support import and export activities.

The project is poised to position Ghana as a leading petroleum and petrochemical hub in Africa, enhancing regional energy security and economic integration.
