The Petroleum Hub Development Corporation (PHDC) warmly welcomed the Minister of Energy and Green Transition, Honourable John Abdulai Jinapor, to its head office in Accra on Tuesday, October 21, 2025.

The visit, which forms part of the Honourable Minister’s familiarisation tour of agencies under the ministry, included interactions with the corporation’s management and staff.

Addressing a gathering of management staff members from PHDC, the Honourable Minister reaffirmed the government’s unwavering commitment to the Petroleum Hub project, stressing its pivotal role in Ghana’s energy sector.

He explained that the PHDC was established with the primary objective of attracting investment to the Petroleum Hub project. He assured that the ministry would provide full support to achieve this goal.

Hon. Jinapor urged the staff to eschew partisan politics in their work and to prioritise dedication and innovation as qualities essential for attracting investors to the hub.

Touching on the project’s feasibility and scalability, the Hon. Minister stated that further engagements would be held to address these concerns to ensure a successful takeoff.

The Acting Chief Executive Officer of the PHDC, Dr Toni Aubynn, expressed gratitude for the Minister’s visit, stating that his presence and assurances would inspire the management and staff.

Dr Aubynn described the Petroleum Hub project as ambitious yet transformative, with the potential to reshape Ghana’s economy. He cited the transformative impact of similar projects in Singapore and the Netherlands to underscore the project’s importance to Ghana’s economic growth.

He noted that the first phase of the Malaysia Petroleum Hub created 80,000 jobs and expressed confidence that Ghana’s Petroleum Hub, once operational, would significantly address the country’s unemployment challenges.

In his closing remarks, the Deputy CEO of Operations and Technical, Mr Onasis Rosely, expressed deep appreciation for the Minister’s time and assured him of significant progress by his next visit.

Also present were the Deputy CEO of Finance and Administration, Ms Halimatu Sadia Abdulai, as well as other directors and management of the corporation.

The Honourable Minister’s delegation included Ing. Sulemana Abubakar, Acting Director in charge of Power at the Ministry, Dr Yusif Sulemana, Technical Advisor to the Minister, Mr Richmond Rockson, Director of Communication, and others.

The Petroleum Hub Development Corporation (PHDC) was established under the Petroleum Hub Development Corporation Act, 2020 (Act 1053) to lead the development of a world-class petroleum and petrochemical hub in Ghana. The hub is intended to serve the energy needs of the West African sub-region and the broader continent.

PHDC aims to promote innovation, research, and strategic infrastructure development to meet Africa’s growing demand for petroleum products and services. About the Petroleum Hub Project

The Petroleum Hub Project, estimated at $60 billion, will be located in Jomoro, in Ghana’s Western Region. The hub will comprise: Three refineries with a total capacity of 900,000 barrels per stream day (BPSD),

Five petrochemical plants with a minimum capacity of 90,000 BPSD. Storage tanks with a cumulative capacity of 10 million cubic meters and at least two jetties to support import and export activities.

The project is poised to position Ghana as a leading petroleum and petrochemical hub in Africa, enhancing regional energy security and economic integration.
