The Deputy Minister of Energy and Green Transition, Hon. Richard Gyan-Mensah affirmed Ghana’s readiness to capitalize on global energy trends and establish itself as a leading energy and logistics hub in Africa.
Speaking at the inaugural Petroleum Hub Development Corporation (PHDC) Inter-Agency Dialogue on April 30, 2025, he highlighted the strategic advantages of positioning Ghana at the forefront of the continent’s energy transformation.
Hon. Gyan-Mensah cited Ghana’s geographic advantage, robust democratic system, and the global shift toward refined energy products as key factors underscoring the nation’s preparedness to lead Africa’s energy revolution.
He described the Petroleum Hub project as a bold and ambitious initiative to position Ghana as a global energy powerhouse.
“Ghana is strategically positioned with the potential to become a regional energy and logistics hub. Our location, existing infrastructure, political stability, and emerging petroleum assets provide a unique opportunity.
“The vision behind the Petroleum Hub Development Corporation is a bold one: to establish a fully integrated petroleum and petrochemical hub that will not only meet Ghana’s domestic energy needs but also serve as a major export node across West Africa and beyond.
“We are talking about jobs, investment, technology transfer, foreign exchange, value addition, and increased energy security,” he said.
Hon. Gyan-Mensah emphasized that realizing the Petroleum Hub vision would signal Ghana’s emergence as a premier global energy destination. However, he acknowledged that effective inter-agency collaboration is essential to streamline processes and attract investors to the project.
Underscoring the project’s significance to Ghana’s future, he urged stakeholders to unite in building a transformative initiative that will redefine the nation’s development trajectory.
“We have a responsibility to future generations. They will not only ask what resources we had, but what we did with them. This is our moment to act decisively, boldly, and collaboratively.
“Let us use this Dialogue as a launchpad for stronger inter-agency coordination, faster implementation, and deeper public-private partnerships,” he said.
The inaugural PHDC Inter-Agency Dialogue convened regulators and allied agencies to discuss strategies for providing seamless permitting and licensing processes to facilitate investment in the Petroleum Hub, reinforcing Ghana’s commitment to becoming a global energy leader.
