Over the weekend, the Petroleum Hub Development Corporation (PHDC) appeared before the Parliamentary Select Committee on Energy to provide a comprehensive account of its operations.
The engagement, initiated by the Energy Committee as part of its oversight of agencies under the Ministry of Energy, allowed the acting PHDC CEO, Dr. Toni Aubynn, to outline key activities undertaken by the PHDC since he assumed leadership in March 2025.
Under Dr. Aubynnโs leadership, the PHDC has pursued several strategic initiatives, including courtesy visits to the Western Regional House of Chiefs and the Western Nzema Traditional Council, as well as hosting the inaugural PHDC inter-agency dialogue.
Dr. Aubynn revealed that the PHDC has engaged with various investor groups, with over 77 investors expressing interest in the Petroleum Hub project.
Looking ahead, Dr. Aubynn announced that the PHDC plans to hold a forum for local investors and embark on a roadshow to promote the project to international investors.
Dr. Aubynn emphasized the urgent need to resolve outstanding compensation claims, noting that settling these claims is essential for advancing the Petroleum Hub project.
โNumerous investors are inquiring about the status of the land acquisition process. Resolving this issue is critical to securing their full commitment. The GHS300 million allocation will enable the government to complete the acquisition process,โ Dr. Aubynn stated.
About the PHDC
The Petroleum Hub Development Corporation (PHDC) was established under the Petroleum Hub Development Corporation Act, 2020 (Act 1053) to lead the development of a world-class petroleum and petrochemical hub in Ghana. The hub is intended to serve the energy needs of the West African sub-region and the broader continent.
PHDC aims to promote innovation, research, and strategic infrastructure development to meet Africaโs growing demand for petroleum products and services. By creating an integrated petroleum value chain, the Corporation seeks to unlock economic opportunities, foster industrial growth, and create sustainable employment for Ghanaians and citizens across Africa.
About the Petroleum Hub Project
The Petroleum Hub Project, estimated at $60 billion, will be located in Jomoro, in Ghanaโs Western Region. The hub will comprise:
Three refineries with a total capacity of 900,000 barrels per stream day (BPSD),
Five petrochemical plants with a minimum capacity of 90,000 BPSD,
Storage tanks with a cumulative capacity of 10 million cubic meters,
And at least two jetties to support import and export activities.
The project is poised to position Ghana as a leading petroleum and petrochemical hub in Africa, enhancing regional energy security and economic integration.
