For the first time since its establishment in 2020, the Petroleum Hub Development Corporation (PHDC) made a strategic and impactful debut at the Offshore Technology Conference (OTC) — one of the world’s premier gatherings for petroleum and gas industry stakeholders.
Led by Chief Executive Officer Dr. Toni Aubynn, the PHDC delegation, which included Deputy CEOs Onasis Rosely and Halimatu Sadia Abdulai, as well as Senior Business Development Manager Abigail Abrokwa, showcased Ghana’s ambitious petroleum hub project. Their presence generated significant interest from potential investors and positioned the project as a transformative initiative for Ghana and the region.
During the conference, Dr. Aubynn and his team engaged in a series of high-level meetings with investors, development partners, and government agencies from across the globe. These interactions underscored the immense potential of Ghana’s petroleum hub to drive sustainable economic growth.
Upon returning from the conference, Dr. Aubynn met with the PHDC Communications team to reflect on the Corporation’s participation at OTC. He described the experience as a resounding success and expressed renewed confidence in Ghana’s prospects of becoming Africa’s first nation to establish a petroleum hub.
“Our primary objective was to open investment channels—and I believe we achieved that,” Dr. Aubynn stated. “We are pleased with the quality of engagements and optimistic that these initial discussions will translate into tangible outcomes in the coming months. OTC also gave us the opportunity to connect with Ghanaians in the oil and gas industry, as well as with key stakeholders from Nigeria, Liberia, Sierra Leone, and other African countries.”
A key highlight of PHDC’s participation was the Africa Oil and Gas Conference—a dedicated session within OTC that brought together industry leaders from across the continent to share knowledge, strategies, and opportunities for collaboration.
Dr. Aubynn praised the performance of Ghana’s Minister for Energy and Green Transition, Hon. John Abdulai Jinapor, who delivered a compelling keynote address alongside Nigeria’s Minister for Petroleum. “The Minister spoke with eloquence, clarity, and confidence, representing Ghana admirably. Our CEOs from Ghana Gas and the Petroleum Commission also made strong contributions to the panel discussions,” he noted.
Reflecting on the conference’s themes, Dr. Aubynn emphasized Africa’s growing commitment to collaborative development of its energy resources. “While conversations around the global energy transition continue, expert data confirms that fossil fuels will remain relevant in the foreseeable future. This reinforces the importance and timeliness of Ghana’s petroleum hub project.”
He also highlighted PHDC’s proactive investor outreach strategy. “We didn’t wait for investors to find us—we went to them,” he said. “We visited numerous booths, introduced the petroleum hub concept, and sparked strong interest. Several parties shared contact information and committed to follow-up engagements.”
PHDC’s participation in the 2025 OTC was facilitated by the Petroleum Commission, Ghana’s regulator for the upstream petroleum sector.
