Acting Deputy Chief Executive Officer for Operations and Technical at the Petroleum Hub Development Corporation (PHDC), Onasis Rosely, has reiterated the Corporation’s unwavering commitment to promoting local participation in the development and eventual operation of Ghana’s Petroleum Hub Project.
Delivering remarks on behalf of the PHDC CEO at the 2025 West Africa Mining and Power Expo (WAMPEX) on Thursday, May 29, Mr. Rosely emphasized PHDC’s focus on collaborating with both local and international partners to equip Ghanaians—particularly residents of the Jomoro area—with the requisite skills for the successful execution of the project.
“Even before the project begins, we intend to train hundreds of Ghanaians in various technical and support skills to address potential gaps during implementation. Our goal is to empower our people to fully harness the opportunities this project presents,” Mr. Rosely stated.
He added, “We are proactively ensuring that our workforce is trained and certified to international standards. While this is undoubtedly a capital-intensive initiative, we are deeply committed to achieving significant local participation throughout the life of the hub.”
Participating in a panel discussion on the theme “Leveraging Local Content Laws to Drive Regional Value Creation,” Mr. Rosely advocated for the training and international certification of local professionals, emphasizing that such credentials would improve their employability in multinational companies operating in the oil and mining sectors.
He further underscored the need for sustained efforts to enhance the competencies of Ghanaian workers, asserting that recruitment should be based on merit and the value individuals bring to organizations—not merely to satisfy local content quotas.
Mr. Rosely also called on both the public and private sectors to adopt innovative approaches to workforce development, stressing the importance of preparing local talent to meet global standards and contribute meaningfully to industrial growth.
About the PHDC
The Petroleum Hub Development Corporation (PHDC) was established under the Petroleum Hub Development Corporation Act, 2020 (Act 1053), with a mandate to lead the development of a world-class petroleum and petrochemical hub in Ghana, serving the West African sub-region and beyond.
PHDC aims to meet the continent’s growing demand for petroleum products and services by fostering innovation, research, and strategic infrastructure development. About the Petroleum Hub Project
Valued at approximately US$60 billion, the Petroleum Hub Project will be situated in Jomoro, in Ghana’s Western Region.
The project encompasses the construction of three refineries with a combined capacity of 300,000 barrels per stream day (BPSD), five petrochemical plants with a minimum capacity of 90,000 BPSD, storage facilities capable of holding 10 million cubic meters of products, and at least two jetties to support export and import activities.
