The Deputy Chief Executive Officer of the Petroleum Hub Development Corporation (PHDC) in charge of Operations and Technical, Onasis Kobby Rosely, on Friday, January 23, 2026, led a delegation to pay a courtesy call on the Paramount Chief of the Western Nzema Traditional Area, Awulae Kwasi Armahchi III, at Benyin in the Jomoro Municipality of the Western Region.

The visit, made on behalf of the CEO, Dr ย Toni Aubynn, served as a platform for the PHDC to congratulate Awulae Kwasi Armahchi III on his installation officially and to discuss matters of mutual interest between the Council and the Corporation.

Addressing Awulae Kwasi Armahchi III and his elders, Mr Rosely explained that the PHDC appreciates their consistent support and will continue to engage the Chief and the people of Jomoro on the project.

He further noted that even before the commencement of the projectโ€™s construction, the PHDC had already established its presence in the Jomoro area through several initiatives aimed at supporting and improving the welfare of the people.

Mr Rosely highlighted that, following proposals by the former Awulae, the PHDC had initiated protocols to provide reliable mobile telecommunications and potable water to the Jomoro area, with works already far advanced.

He added that plans to train the youth of the area in preparation for the project are also well underway, with training programs expected to be rolled out in the coming weeks.

On the Petroleum Hub project itself, Mr Rosely stated that construction will begin this year following fruitful discussions with the President, His Excellency John Dramani Mahama, the Minister of Energy and Green Transition, Hon. Dr John Abdulai Jinapor, and a host of international investors.

He urged Awulae Kwasi Armahchi III and his elders to maintain their support for the project and continue playing their integral role in ensuring its successful development.

Awulae Kwasi Armahchi III expressed deep appreciation for the visit by Mr Rosely and the PHDC delegation, noting that it provided an opportunity to address some concerns he previously had about the Corporation.

He assured that the support of the Chiefs and Elders of Jomoro for the project will never wane, but he called for expedited work to accelerate its progress.

The Paramount Chief also appealed for PHDCโ€™s support in the construction of additional projects in the area, to which Mr. Rosely responded positively, assuring him of further discussions to explore possible avenues of assistance.

About the Petroleum Hub Project

The Petroleum Hub Project, estimated at $60 billion, will be located in Jomoro, in Ghanaโ€™s Western Region. The hub will comprise: Three refineries with a total capacity of 900,000 barrels per stream day (BPSD),

Five petrochemical plants with a minimum capacity of 90,000 BPSD. Storage tanks with a cumulative capacity of 10 million cubic meters and at least two jetties to support import and export activities.

The project is poised to position Ghana as a leading petroleum and petrochemical hub in Africa, enhancing regional energy security and economic integration.
