As part of efforts to strengthen ties with sister agencies in the oil and gas sector, the Petroleum Hub Development Corporation (PHDC) held a strategic meeting with the Ghana National Petroleum Corporation (GNPC) on Wednesday, November 26, 2025.
The meeting, which was graced by the Chief Executive Officer of PHDC, Dr Toni Aubynn, and his counterpart at GNPC, Mr Kwame Ntow Amoah, provided a platform for both institutions to explore opportunities for collaboration.
In his opening remarks, Dr Toni Aubynn explained that the visit reflects PHDC’s deliberate strategy to foster synergy and strategic partnerships with sister agencies across the oil and gas value chain. He intimated that by cultivating closer alignment among these institutions, PHDC aims to ensure that Ghana’s hydrocarbon resources are harnessed to their fullest potential, delivering maximum socio-economic benefits for the nation.
He stressed the vital need for synergy among state agencies in the oil and gas value chain, cautioning that working in isolation could hinder progress given the interdependent roles each institution plays.
Dr Aubynn highlighted PHDC’s focus on mid- and downstream activities and emphasised the strategic value of partnering with GNPC—the national upstream operator—particularly in infrastructure development and investment promotion.
He pointed out that the Petroleum Hub, which is designated as a free zone enclave, offers GNPC’s investment partners an attractive platform to establish operations and leverage generous incentives to build critical infrastructure, including pipelines, refineries, and petrochemical plants.
In response, Mr Kwame Ntow Amoah commended PHDC’s leadership for taking the initiative and pledged GNPC’s full readiness to collaborate effectively in areas of mutual interest.
He expressed keen interest in PHDC’s mandate and was delighted to learn that its scope extends beyond the development of a petroleum and petrochemical hub in Jomoro to supporting similar projects nationwide.
The meeting ended on a highly positive note, with both parties committing to further engagements for the development of a formal framework for strategic and mutually beneficial cooperation.
Also present were the Deputy CEO (Operations and Technical) of PHDC, Mr Onasis Rosely, the Deputy CEO (Finance and Administration) of GNPC, Mr Hamis Ussif, and senior management teams from both organisations.

The Petroleum Hub Development Corporation (PHDC) was established under the Petroleum Hub Development Corporation Act, 2020 (Act 1053) to lead the development of a world-class petroleum and petrochemical hub in Ghana. The hub is intended to serve the energy needs of the West African sub-region and the broader continent.

About the Petroleum Hub Project
The Petroleum Hub Project, estimated at $60 billion, will be located in Jomoro, in Ghana’s Western Region. The hub will comprise: Three refineries with a total capacity of 900,000 barrels per stream day (BPSD),
Five petrochemical plants with a minimum capacity of 90,000 BPSD. Storage tanks with a cumulative capacity of 10 million cubic meters and at least two jetties to support import and export activities.
The project is poised to position Ghana as a leading petroleum and petrochemical hub in Africa, enhancing regional energy security and economic integration.
