The Petroleum Hub Development Corporation has once again intensified its drive to attract strategic investment into Ghana’s petroleum sector following a compelling investment pitch delivered by the CEO of the Petroleum Hub Development Corporation, Dr Toni Aubynn, at the AOW: Energy Agenda 2026, which took place at Kempinski, Accra, Ghana.

 Speaking at the program, Dr Aubynn urged investors to consider Ghana’s stable political environment as a major factor in making long-term investment decisions, particularly in large-scale infrastructure and industrial projects such as the Petroleum Hub.

 According to Dr Aubynn, Ghana’s reputation as a politically stable and democratic country provides the certainty and confidence investors need when committing significant capital to projects with long investment horizons.

 “Ghana is a very stable country. They say Ghana is a respected country, and any investor will be happy to be part of a country with such stability. We are located very well, which helps with the movement of goods and services,” he said.

 He also noted that while political and economic uncertainties continue to affect investment decisions in some oil-producing jurisdictions, Ghana’s stable governance environment offers a more predictable setting for investors seeking to establish long-term operations in the region.

Beyond the stability, Dr Aubynn further emphasised that Ghana’s strategic geographical position strengthens the country’s investment proposition. Its location provides easy access to major regional markets and offers opportunities for investors seeking to serve markets across West Africa and the Sahel.

He also threw a spotlight on the advantages of the proposed Petroleum Hub site at Jomoro, particularly its deep-water potential.

 “The sea depth at Jomoro is the deepest in Ghana. If you go to Takoradi and Tema, the sea depth is about 15 meters, but the proposed site is about 22 meters, which can handle vessels of any size,” he noted.

 He explained that the deeper waters would support the development of world-class jetties and port infrastructure which is capable of accommodating large vessels.

The Hub is expected to create approximately 780,000 direct and indirect jobs for Ghanaians and position Ghana as an energy-sufficient country.

In his concluding message, he noted that the project, therefore, represents more than an infrastructure investment; it is a potential catalyst for job creation, industrialisation and broader economic transformation.

 

The AOW: Energy Agenda 2026 is an annual conference that brings industrial leaders, national oil companies and stakeholders under one umbrella to deliberate on issues impacting Africa’s oil and gas sector. This year’s edition took place from 1st September to 3rd September 2026 at the Gold Coast Kempinski hotel in Accra under the broad umbrella theme: investing in African Natural Resources.

About the Petroleum Hub Project

The Petroleum Hub Project will be located in Jomoro, in Ghana’s Western Region. The hub will comprise three refineries with a total capacity of 900,000 barrels per stream day (BPSD) and five petrochemical plants with a minimum capacity of 90,000 BPSD. Storage tanks with a cumulative capacity of 10 million cubic meters and at least two jetties to support import and export activities.

The project is poised to position Ghana as a leading petroleum and petrochemical hub in Africa, enhancing regional energy security and economic integration.
