The Minister of Energy and Green Transition, Honourable John Abdulai Jinapor, has inaugurated the new Board of Directors for the Petroleum Hub Development Corporation (PHDC).

The inauguration, which took place on Thursday, November 20, 2025, is yet another indication of the governmentโ€™s commitment to accelerating the development of a fully integrated petroleum and petrochemical hub that is capable of securing the country’s economic future while creating sustainable jobs for the country’s teeming youth.

Speaking at the ceremony, Hon. John Jinapor stressed that PHDC remains central to Ghanaโ€™s long-term energy and economic strategy. He called on the Board to demonstrate boldness, innovation and strategic foresight in fulfilling the Corporationโ€™s mandate of attracting major investments into the Petroleum Hub project.

According to the Hon. John Jinapor, vast opportunities exist across the petroleum value chain, which includes refining, storage, petrochemical production, transportation and support infrastructure, thus making PHDC a critical catalyst for unlocking multi-billion-dollar investments.

โ€œThe work of PHDC will further consolidate Ghanaโ€™s natural advantage in the regional energy space and translate it into long-term economic growth, job creation, and value addition,โ€ he noted.

Hon. Jinapor expressed strong confidence in the Board, noting that their collective experience places them in a strategic position to provide the leadership required to steer the Corporation toward delivering one of Ghanaโ€™s most ambitious industrial projects.

The newly sworn-in Board brings together seasoned professionals with diverse expertise relevant to the sector. The members are:

About the PHDC

The Petroleum Hub Development Corporation (PHDC) was established under the Petroleum Hub Development Corporation Act, 2020 (Act 1053) to lead the development of a world-class petroleum and petrochemical hub in Ghana. The hub is intended to serve the energy needs of the West African sub-region and the broader continent.

PHDC aims to promote innovation, research, and strategic infrastructure development to meet Africaโ€™s growing demand for petroleum products and services. By creating an integrated petroleum value chain, the Corporation seeks to unlock economic opportunities, foster industrial growth, and create sustainable employment for Ghanaians and citizens across Africa.

About the Petroleum Hub Project

The Petroleum Hub Project, estimated at $60 billion, will be located in Jomoro, in Ghanaโ€™s Western Region. The hub will comprise: Three refineries with a total capacity of 900,000 barrels per stream day (BPSD),

Five petrochemical plants with a minimum capacity of 90,000 BPSD. Storage tanks with a cumulative capacity of 10 million cubic meters and at least two jetties to support import and export activities.

The project is poised to position Ghana as a leading petroleum and petrochemical hub in Africa, enhancing regional energy security and economic integration.
