The Chief Executive Officer of the Petroleum Hub Development Corporation (PHDC), Dr Toni Aubynn, has affirmed that the management and Board of the Corporation are closely aligned and resolutely committed to ensuring that the designation of 2026 as an “Action Year” transcends mere rhetoric and translates into the execution of key activities at the project site in Jomoro, Western Region.
According to him, the Board and management are united in their efforts to steer the project towards a successful outcome that will profoundly transform the Ghanaian energy sector.
Reflecting on a three-day Board retreat held in Koforidua on Thursday, 5 February 2026, Dr Toni Aubynn expressed high commendation for the Board Chairman and members, praising the enthusiasm and dedication they have demonstrated since their inauguration.
He observed that the Board, like management, is acutely conscious of the transformative impact a fully operational Petroleum Hub will exert on the Jomoro enclave and stands prepared to fulfil its responsibilities in achieving operationalisation.
“What I gleaned from the board chairman and board members generally is that they are very much aligned with our vision of seeing action this year. They cannot wait to see that there is some action on the field, so that they can also point to the legacy. We are all united, and they also believe that this year must be a year of action,” he said.
Dr Toni Aubynn expressed optimism that, by the close of the year and with the strong support of the Board, the Corporation will have surmounted obstacles related to land acquisition, advanced the disbursement of compensation payments, and initiated activities under Phase 1 of the project.
“They (Board) believe that we need to address our land acquisition challenges, and we need to have been paying some compensation, and possibly we need to take some action on the Phase 1 project,” he said.

The Petroleum Hub Development Corporation (PHDC) was established under the Petroleum Hub Development Corporation Act, 2020 (Act 1053), to lead the development of a world-class petroleum and petrochemical hub in Ghana. The hub is intended to serve the energy needs of the West African sub-region and the broader continent.

About the Petroleum Hub Project
The Petroleum Hub Project, estimated at $60 billion, will be located in Jomoro, in Ghana’s Western Region. The hub will comprise: Three refineries with a total capacity of 900,000 barrels per stream day (BPSD),
Five petrochemical plants with a minimum capacity of 90,000 BPSD. Storage tanks with a cumulative capacity of 10 million cubic meters and at least two jetties to support import and export activities.
The project is poised to position Ghana as a leading petroleum and petrochemical hub in Africa, enhancing regional energy security and economic integration.
