On Thursday, 29 January 2026, the Chief Executive Officer of the Petroleum Hub Development Corporation, Dr Toni Aubynn, participated in a panel discussion at the Africa Trade Summit where he shared his expert insights on the theme โAligning Policy, Regulation and Institutions for Integrated Minerals Markets.โ
Dr Aubynn asserted that Ghana must take the lead in advancing a regionally integrated minerals market, as the country stands to gain significantly from such achievement.
โOur government must recognise the benefits of integration, and it must be implemented carefully. Integration does not mean that every country should do everything in exactly the same way. For example, we can introduce a sliding-scale system for royalties and taxes to incentivise those who choose to process minerals locally.
โI believe our government must take an active role in this process. We have been discussing this issue for many years, and it is my hope that we finally make real progress. We are now at a point where Ghana โ and the continent as a whole โ stands to gain significantly from carefully planned integration,โ he said.
He reiterated that, rather than operating in silos, African countries should capitalise on the opportunities presented by the African Continental Free Trade Area (AfCFTA) and collaborate to maximise the benefits derived from their natural resources.
Dr Aubynn emphasised that integration efforts should prioritise value addition and mineral refining over the raw export of minerals.He further stated that, to achieve greater local participation in the mining sector, African countries must deliberately provide targeted incentives to their domestic investors.
Additionally, Dr Aubynn commended the Ghana Gold Board (GoldBod) as a strategic initiative by the government to regulate and control gold exports from the small-scale mining sector.
