The Chairman of the Governing Board of the Petroleum Hub Development Corporation, Mr George Blay-Morkeh, together with the Chief Executive Officer, Dr Toni Aubynn, joined President John Dramani Mahama and heads of other State-Owned Enterprises at the SIGA Governing Board and CEOs Conference 2026.
The annual conference, held on Thursday, September 10, 2026, at the Labadi Beach Hotel in Accra, brought together the First Deputy Speaker of Parliament of Ghana, Hon. Bernard Ahiafor, Board members and Chief Executive Officers of SOEs and other distinguished dignitaries to deliberate on issues such as value addition, leadership and corporate governance.
The conference provided a platform for leaders of State-Owned Enterprises to share perspectives and examine practical approaches to improving institutional performance, strengthening accountability and ensuring that public institutions deliver meaningful value to the Ghanaian people.
Addressing participants at the conference, His Excellency, John Dramani Mahama, urged all heads of State enterprises to be intentional about productivity and ensure that public resources are utilised efficiently to generate tangible benefits for citizens.
“The objective must be clear that every cedi spent must ultimately contribute to productivity, stronger institutional performance and measurable public requirements,” he noted.
The call comes at a time when State-Owned Enterprises are being challenged to strengthen their contribution to Ghana’s economic development through improved efficiency, responsible management of public resources and measurable results.
In his concluding remarks, the President further urged them to clearly demonstrate how their respective strategies would contribute to Ghana’s economic transformation.
“Each entity head should be able to explain how this strategy will contribute to Ghana’s economic transformation through jobs, industrialisation and exportation,” he said.
Contributing to the discussions, Dr Toni Aubynn described the seminar as insightful and productive and assured that the PHDC under his leadership is committed to executing President Mahama’s reset agenda.
He explained that the management and board of PHDC share a harmonious relationship and remain committed to developing the Petroleum Hub project.
The SIGA Governing Board and CEOs Conference is an annual conference that provides a platform for public-sector leaders to reflect on their responsibilities, share best practices, and explore ways to create greater value for the Ghanaian people.
About the Petroleum Hub Project
The Petroleum Hub Project will be located in Jomoro, in Ghana’s Western Region. The hub will comprise three refineries with a total capacity of 900,000 barrels per stream day (BPSD) and five petrochemical plants with a minimum capacity of 90,000 BPSD. Storage tanks with a cumulative capacity of 10 million cubic meters and at least two jetties to support import and export activities.
The project is poised to position Ghana as a leading petroleum and petrochemical hub in Africa, enhancing regional energy security and economic integration.
