The Acting Chief Executive Officer of the Petroleum Hub Development Corporation (PHDC), Dr. Toni Aubynn, has described the Petroleum Hub project as a quintessential and archetypal 24-hour economy initiative.
According to Dr Aubynn, the Petroleum Hub project is designed to operate on a 24-hour model, aligning with the flagship economic policy of President John Dramani Mahama’s administration.
During a discussion on Onua TV on Thursday, October 2, 2025, regarding the job prospects of a fully operational petroleum hub, Dr Aubynn revealed that the hub will not only secure Ghana’s energy future but also create sustainable employment for over 780,000 Ghanaians.
He cited Singapore’s example, where the construction of Phase One of their hub generated over 80,000 jobs, to corroborate his claim that the Petroleum Hub project has the potential to revolutionise Ghana’s economy.
“We are committed to realising the President’s vision of creating jobs for the nation’s youth. The Petroleum Hub is a classic 24-hour economy project. The hub will operate around the clock,” he said.
Dr Aubynn also outlined the PHDC’s plan to ensure that Ghanaians dominate the employment opportunities at the hub.
He disclosed that the PHDC is in negotiations with local and international companies to secure training opportunities for Ghanaians, particularly residents of Jomoro, who will work at the hub.
He noted that training institutions in Canada, Malaysia, and Singapore are close to finalising agreements with the PHDC to train the human capital required for the project.
“We are determined to ensure this project benefits Ghanaians, as it will generate numerous job opportunities upon commencement. We aim to avoid relying on foreign labour by proactively training Ghanaians and preparing them for the project’s start,” he said.

The Petroleum Hub Development Corporation (PHDC) was established under the Petroleum Hub Development Corporation Act, 2020 (Act 1053), to lead the development of a world-class petroleum and petrochemical hub in Ghana. The hub is intended to serve the energy needs of the West African sub-region and the broader continent.

About the Petroleum Hub Project
The Petroleum Hub Project, estimated at $60 billion, will be located in Jomoro, in Ghana’s Western Region. The hub will comprise: Three refineries with a total capacity of 900,000 barrels per stream day (BPSD),
Five petrochemical plants with a minimum capacity of 90,000 BPSD. Storage tanks with a cumulative capacity of 10 million cubic meters and at least two jetties to support import and export activities.
The project is poised to position Ghana as a leading petroleum and petrochemical hub in Africa, enhancing regional energy security and economic integration.

The 24-hour economy, the flagship economic policy of President John Dramani Mahama, refers to an economic system where businesses, services, and consumer access operate around the clock.
