The Petroleum Hub Development Corporation (PHDC) made a courtesy call on the President of the Republic of Ghana, His Excellency John Dramani Mahama, on Tuesday, November 25, 2025.
The strategic visit aimed to convey the PHDC’s appreciation to His Excellency John Dramani Mahama for his continued commitment to the project and to seek his increased support.
During the engagement, the Chief Executive Officer of the PHDC, Dr Toni Aubynn, expressed the heartfelt gratitude of the Corporation to President Mahama for the dedication and interest he has shown in the project so far.
Dr Aubynn provided a detailed explanation of the potential benefits of the Petroleum Hub project to Ghana’s energy and economic sectors.
He explained to the President and a team of high-level government officials that the project, in its current model, aligns perfectly with the governmentโ€™s flagship 24-hour economy policy, which seeks to create jobs and drive growth.
Dr Aubynn noted that the project is open to scalable development, with several investors expressing strong interest in it.
He further requested the President’s assistance in the PHDC’s efforts to secure compensation for the project-affected parties and to obtain funding for its operational activities.
In his brief remarks following Dr Toni Aubynn’s presentation, H.E. John Dramani Mahama commended the Dr Aubynn-led administration for the steps taken to enhance the projectโ€™s visibility.
President Mahama also assured that the necessary support for the project’s development would be provided, as his government believes in the projectโ€™s capability to create sustainable jobs in the Western Region and drive economic growth.
Present at the meeting were the Presidential Advisors on Economy and Legal Affairs, Mr Seth Terkper; Madam Marietta Agyeiwaa Brew, Minister of Land and Natural Resources, Hon. Emmanuel Armah-Kofi Buah, and other high-ranking government officials.
The PHDC delegation included the Deputy Chief Executive for Operations and Technical, Onasis Rosely; Deputy CEO for Finance and Administration, Sadia Abdulai Halimatu; as well as directors and other management members.

About the Petroleum Hub Project

The Petroleum Hub Project, estimated at $60 billion, is located in Jomoro, Ghanaโ€™s Western Region. The hub will comprise: Three refineries with a total capacity of 900,000 barrels per stream day (BPSD),

Five petrochemical plants with a minimum capacity of 90,000 BPSD. Storage tanks with a cumulative capacity of 10 million cubic meters and at least two jetties to support import and export activities.

The project is poised to position Ghana as a leading hub for petroleum and petrochemicals in Africa, thereby enhancing regional energy security and economic integration.
