The Petroleum Hub Development Corporation (PHDC) will collaborate with sister agencies to conduct a series of training programs, equipping over 500 Ghanaian youths with the skills and expertise required for careers in the oil and gas sector.

Preliminary discussions between the PHDC, led by Deputy Chief Executive, Operations and Technical, Onasis Rosely, and key stakeholdersโ€”including the Tema Oil Refinery (TOR), Bulk Oil Storage and Transport (BOST), and the National Petroleum Authority (NPA)โ€”yielded positive outcomes with aders from all three agencies expressing strong commitment to the initiative.

These initial talks focused on critical aspects of the training program, including its framework, duration, and target participants.

This forthcoming training aligns with PHDCโ€™s dedication to building local capacity in preparation for the Petroleum Hub projectโ€™s construction.

At the 2025 West Africa Mining and Power Expo (WAMPEX) on Thursday, May 29, Onasis Rosely, speaking on behalf of Acting PHDC CEO Dr. Toni Aubynn, underscored PHDCโ€™s commitment to partnering with local and international entities to provide Ghanaiansโ€”especially residents of the Jomoro areaโ€”with the necessary skills for the projectโ€™s successful implementation.

โ€œBefore the project commences, we plan to train hundreds of Ghanaians in various technical and support roles to bridge potential skill gaps during implementation. Our aim is to empower our people to fully capitalize on the opportunities this project offers,โ€ Mr. Rosely stated.

He further emphasized, โ€œWe are proactively ensuring our workforce is trained and certified to international standards. While this initiative requires significant investment, we are steadfast in our commitment to achieving substantial local participation throughout the hubโ€™s lifecycle.โ€

About the PHDC

The Petroleum Hub Development Corporation (PHDC) was established under the Petroleum Hub Development Corporation Act, 2020 (Act 1053), with a mandate to lead the development of a world-class petroleum and petrochemical hub in Ghana, serving the West African sub-region and beyond.

PHDC aims to meet the continentโ€™s growing demand for petroleum products and services by fostering innovation, research, and strategic infrastructure development. Through the creation of an integrated value chain, the Corporation seeks to unlock economic opportunities, stimulate industrial growth, and generate employment for Ghanaians and other Africans.

About the Petroleum Hub Project

Valued at approximately US$60 billion, the Petroleum Hub Project will be situated in Jomoro, in Ghanaโ€™s Western Region.

The project encompasses the construction of three refineries with a combined capacity of 300,000 barrels per stream day (BPSD), five petrochemical plants with a minimum capacity of 90,000 BPSD, storage facilities capable of holding 10 million cubic meters of products, and at least two jetties to support export and import activities.
