The Petroleum Hub Development Corporation (PHDC) hasย announced the signing of a Memorandum of Understanding (MoU) between Surbana Jurong Infrastructure Pte Ltd (SJ) of Singapore and Mannschaft Engineering & Infrastructure Systems Ltd of Ghana. The ceremony took place on Monday, September 1 2025, at the Surbana Jurong Campus in Singapore.
The MoU establishes a framework for collaboration to support the development of Ghanaโs Petroleum and Petrochemicals Hub. Under the agreement, SJ will bring its world-class expertise in master planning, engineering design, project management, and sustainability, while Mannschaft will provide resources to finance and facilitate the preparation of key deliverables for PHDC.ย
These deliverables include a comprehensive Masterplan for the Hub, a Pre-feasibility and Feasibility Studies, a Business Case, and a Decarbonization Plan aligned with Ghanaโs climate commitments.ย
In his remarks, Dr. Toni Aubynn, Chief Executive Officer of PHDC, emphasised the strategic importance of the collaboration:ย

The MoU will remain in effect for an initial period of three months, during which the parties will work toward a substantive agreement that defines the full terms of cooperation. PHDC will provide oversight, facilitation, and access to data while bearing no financial liability under the MoU.ย
About the PHDC
The Petroleum Hub Development Corporation (PHDC) was established under the Petroleum Hub Development Corporation Act, 2020 (Act 1053), to lead the development of a world-class petroleum and petrochemical hub in Ghana. The hub is intended to serve the energy needs of the West African sub-region and the broader continent.
PHDC aims to promote innovation, research, and strategic infrastructure development to meet Africaโs growing demand for petroleum products and services. About the Petroleum Hub Project
The Petroleum Hub Project, estimated at $60 billion, will be located in Jomoro, in Ghanaโs Western Region. The hub will comprise: Three refineries with a total capacity of 900,000 barrels per stream day (BPSD),
Five petrochemical plants with a minimum capacity of 90,000 BPSD. Storage tanks with a cumulative capacity of 10 million cubic meters and at least two jetties to support import and export activities.
The project is poised to position Ghana as a leading petroleum and petrochemical hub in Africa, enhancing regional energy security and economic integration.
