In a profound display of reverence for the Western Nzema Traditional Council (WNTC) and unwavering commitment to the advancement of the Petroleum Hub project, Dr. Toni Aubynn, Acting Chief Executive Officer of the Petroleum Hub Development Corporation (PHDC), attended the WNTC’s Annual General Meeting (AGM) on Friday, August 8, 2025, in Benyin.
Dr. Aubynn’s presence, accompanied by his PHDC delegation, was at the invitation of the WNTC, which sought to formally introduce him to the chiefs of the Jomoro communities and obtain updates on the Petroleum Hub project’s progress.
In his address at the AGM, Dr. Aubynn lauded Awulae Annor Adjaye III and the Jomoro chiefs for their steadfast support since his appointment in March 2025.
Progress Report on the Petroleum Hub Project
Dr. Aubynn reported that the PHDC is actively engaging a diverse group of investors eager to undertake various initiatives within the hub. He highlighted ongoing efforts to secure compensation for affected landowners, a critical step toward initiating project activities.
The PHDC, he noted, is not only seeking government funding for these payments but also collaborating with investors to address this issue effectively and expeditiously.
Government’s Commitment to the Project
Dr. Aubynn reaffirmed the government’s resolute commitment to the Petroleum Hub project, as evidenced by President John Dramani Mahama’s recent directive during his engagement with the Western Regional House of Chiefs. The President’s call for accelerated progress underscores his dedication to the initiative’s success, Dr. Aubynn emphasised.
Emphasis on Local Participation
The Acting CEO reiterated the PHDC’s commitment to prioritizing qualified Jomoro indigenes in recruitment efforts for the hub. He noted a significant increase in the representation of skilled Nzemas within the PHDC since his arrival.
However, he clarified that recruitment would remain merit-based and that the PHDC plans to launch a training program to equip Jomoro residents for employment opportunities ahead of the hub’s operational phase.
Dr. Aubynn concluded his remarks by pledging continued collaboration with the WNTC and other stakeholders, emphasizing that the PHDC’s doors remain open to foster a unified approach to realizing the Petroleum Hub project.
PHDC’s Community Development Initiatives
Afo Minlah, Esq., Head of Operations and Projects at the PHDC, announced that, in response to the WNTC’s request for safe drinking water in Jomoro communities, the PHDC has initiated related projects.
She added that the corporation is diligently working with relevant institutions to address network connectivity challenges in the region.
PHDC’s Donation to the AGM
In a generous gesture, Dr. Aubynn and the PHDC delegation donated boxes of bottled water and assorted beverages to the council, along with an undisclosed cash contribution to support the AGM, the council’s flagship event.
Council’s Gratitude and Further Appeals
Nana Avo Nwia, Chief of Tikobo Number 2, speaking on behalf of Awulae Annor Adjaye III and the Jomoro chiefs and elders, expressed deep gratitude to Dr. Aubynn and the PHDC for their proactive efforts in addressing developmental challenges.
He highlighted the PHDC’s prompt response to water supply concerns raised during an April 2025 meeting with the PHDC’s new Executive Council as a testament to the corporation’s high regard for the council and the Jomoro community.
