The Acting Chief Executive Officer of the Petroleum Hub Development Corporation (PHDC), Dr Toni Aubynn, has reaffirmed that local content participation is a key feature of the corporation’s policy and mission for the Petroleum Hub Project.

Addressing the third session of Day 2 of the 2025 Local Content Conference and Exhibition in Takoradi, Dr Aubynn underscored the PHDC’s commitment to developing the project for the direct benefit of Jomoro’s youth, the Western Region, and Ghana at large.

He stated that the PHDC is actively empowering Ghanaian involvement and has already rolled out initiatives to ensure citizens reap substantial rewards from the hub.

A prime example of the PHDC demonstration to local content participation, he said, is the creation of the PHDC Jobs Portal—a digital platform enabling businesses, investors, students, artisans, and other stakeholders to register their interest in contributing to the hub’s construction and operations.

Dr. Aubynn revealed that, since assuming leadership, the PHDC has accelerated its local content agenda by forging preliminary partnerships with Singapore’s Association of Process Industries (ASPRI-IPI) and Surbana Jurong Infrastructure Pte Ltd. These collaborations will deliver specialised technical training and capacity-building programs tailored to equip Ghanaians with the expertise needed to excel within the hub.

Domestically, the PHDC, he said, is pursuing strategic alliances with institutions such as the George Grant University of Mines and Technology (UMaT) and leading Technical and Vocational Education and Training (TVET) centres nationwide to cultivate a skilled workforce for the project.

Under its robust local content framework, the PHDC is also aggressively courting the Ghanaian investment community, enticing local capital to flow into the hub.

Dr Aubynn positioned the Petroleum Hub as a transformative platform for nurturing homegrown industry titans in the oil and gas sector. To this end, the PHDC is intensifying engagement with domestic investors to secure their operational presence and long-term stake in the project.

The Local Content Conference and Exhibition (LCCE), which is the Petroleum Commission’s flagship initiative, is being held in Takoradi under the theme: “Revitalising Ghana’s Exploration and Production Sector: Driving Innovation and Redefining Local Content for a Competitive Energy Economy.”

The event convenes government officials, industry leaders, and technical experts to strategise on accelerating growth in Ghana’s oil and gas sector while maximising indigenous participation.

The Petroleum Hub Development Corporation (PHDC) was established under the Petroleum Hub Development Corporation Act, 2020 (Act 1053) to lead the development of a world-class petroleum and petrochemical hub in Ghana. The hub is intended to serve the energy needs of the West African sub-region and the broader continent.

About the Petroleum Hub Project

The Petroleum Hub Project, estimated at $60 billion, will be located in Jomoro, in Ghana’s Western Region. The hub will comprise: Three refineries with a total capacity of 900,000 barrels per stream day (BPSD),

Five petrochemical plants with a minimum capacity of 90,000 BPSD. Storage tanks with a cumulative capacity of 10 million cubic meters and at least two jetties to support import and export activities.

The project is poised to position Ghana as a leading petroleum and petrochemical hub in Africa, enhancing regional energy security and economic integration.
