A high-powered delegation from the Chinese business conglomerate Huineng Holdings Group visited the Petroleum Hub Development Corporation (PHDC) on Friday, 25 September 2026, to familiarise themselves with the investment opportunities within the project and explore potential partnerships in its development.
Led by Guo Jianjun, Director of Inner Mongolia Huineng Group Erlintu Coal Company Limited, the delegation received an extensive briefing from a PHDC team headed by the Chief Executive Officer, Dr Toni Aubynn.
During the briefing, Dr Aubynn presented the Petroleum Hub project as a critical link between the upstream, midstream and downstream sectors of Ghana’s oil and gas industry. He explained that the project has been developed to meet the growing demand for petroleum and petrochemical products in the West African sub-region, with projections indicating that over 70 per cent of finished fuel products from the Hub would be exported.
He further noted that Ghana’s strategic location and favourable business climate provide an attractive platform for investors from China and around the world to participate in the Hub.
Guo Jianjun expressed gratitude to PHDC for the warm reception and assured the team that his company would undertake a comprehensive study of the Petroleum Hub project and carefully explore the opportunities it presents.
About the Petroleum Hub Project
The Petroleum Hub Project will be located in Jomoro, in Ghana’s Western Region. The hub will comprise three refineries with a total capacity of 900,000 barrels per stream day (BPSD) and five petrochemical plants with a minimum capacity of 90,000 BPSD. Storage tanks with a cumulative capacity of 10 million cubic meters and at least two jetties to support import and export activities.
The project is poised to position Ghana as a leading petroleum and petrochemical hub in Africa, enhancing regional energy security and economic integration.
