The Chief Executive Officer of the Petroleum Hub Development Corporation (PHDC), Dr Toni Aubynn, has been appointed by the Minister for Energy and Green Transition, Hon. Dr John Abdulai Jinapor, to serve on the Steering Committee responsible for the development of Ghana’s Petroleum Downstream Infrastructure Master Plan (DIMP).
The Steering Committee, which was inaugurated by Hon. Dr. John Jinapor on Monday, August 24, 2026, forms part of efforts by the Ministry to develop a practical and implementable Master Plan that will address infrastructure gaps, improve the efficiency and utilisation of existing assets, strengthen petroleum logistics, and provide clearer direction for future infrastructure development.
In a social media post, Hon. Dr John Abdulai Jinapor indicated that the plan developed by the committee will serve as a guiding document for policy and investment decisions within the energy sector.
“Our objective is to develop a practical and implementable roadmap that responds to Ghana’s future energy needs while supporting economic growth and energy security.
“I look forward to the Committee delivering a Plan that will guide policy, inform investment decisions and drive meaningful transformation in Ghana’s petroleum downstream sector,” parts of his post read.
The DIMP comes at an important time as Ghana continues to pursue opportunities to expand its petroleum and petrochemical industry and attract investment into the sector.
At the heart of that drive is the Petroleum Hub project, which seeks to build three refineries with a combined capacity of 900,000 BPSD, five petrochemical plants with a capacity of 450,000 BPSD, storage tanks with a capacity of 10 million cubic metres, as well as jetties and port infrastructure.
The project also includes an ancillary component comprising a road network, pipelines, an LNG terminal, schools, hospitals, fertiliser plants, and pharmaceutical companies, among others.
The project is expected to be constructed on a 12,356-acre site in Jomoro in the Western Region.
