The Chief Executive Officer of the Petroleum Hub Development Corporation (PHDC), Dr Toni Aubynn, has declared 2026 as โ€œthe year of actionโ€ for Ghana’s ambitious Petroleum Hub project.

According to Dr. Aubynn, 2026 will be the year in which the extensive groundwork laid over previous years culminates in concrete, site-based implementation within the Jomoro Municipality of Ghana’s Western Region.

He stated that 2026 represents a critical milestone for the Corporation, as it shifts focus to actual groundwork in Jomoro.

โ€œ2026 is a critical year for the Petroleum Hub. Itโ€™s a year we want to see action. We want to move from talk to action, and we are very hopeful that this will happen,โ€ he said.

Dr Aubynn attributed the Corporationโ€™s confidence to the strong support provided by the President of the Republic of Ghana, John Dramani Mahama, in advancing the project.

He referenced a meeting with the President in November 2025, noting that significant progress has been made since that engagement, bringing the Corporation closer to major milestones in developing the project.

โ€œI am confident things will happen this year thanks to the vision of the President. The President has been very supportive. People may not see the open support he gives us, but he has been extremely supportive. We are very hopeful that this is the year we move from talk to action,โ€ he told PHDC media.

Dr Aubynn also highlighted the consistent and impactful support from the Minister of Energy and Green Transition, Hon. Dr. John Jinapor; the Minister of Lands and Natural Resources, Hon. Emmanuel Armah-Kofi Buah,ย  Deputy Energy Minister, Hon. Richard Gyan-Mensah and other senior government officials.

โ€œWe have also seen the unflinching support of our Minister, Hon. Dr John Jinapor. He has been very supportive and is always seeking opportunities for the project to take off. His deputy has also been very supportive. We are grateful to the Minister of Lands and Natural Resources, Hon. Emmanuel Armah-Kofi Buah,โ€ he said.

In 2025, the PHDC, under Dr Toni Aubynnโ€™s leadership, embarked on a vigorous campaign to raise visibility and deepen stakeholdersโ€™ understanding of this ambitious project.

The campaign included participation in key summits and conferences, extensive engagement with various stakeholders, and meetings with investors across the globe.

Having laid a strong foundation in 2025, Dr Aubynn is now confident that the project is ready for takeoff, with major activities expected at the Jomoro site this year.

The Petroleum Hub Development Corporation (PHDC) was established under the Petroleum Hub Development Corporation Act, 2020 (Act 1053), to lead the development of a world-class petroleum and petrochemical hub in Ghana. About the Petroleum Hub Project

The Petroleum Hub Project, estimated at $60 billion, will be located in Jomoro, in Ghanaโ€™s Western Region. The hub will comprise: Three refineries with a total capacity of 900,000 barrels per stream day (BPSD),

Five petrochemical plants with a minimum capacity of 90,000 BPSD. Storage tanks with a cumulative capacity of 10 million cubic meters and at least two jetties to support import and export activities.

The project is poised to position Ghana as a leading petroleum and petrochemical hub in Africa, enhancing regional energy security and economic integration.
