Ghana’s Ambassador to the Republic of Korea, His Excellency Kojo Choi, paid a courtesy call on the Acting Chief Executive Officer of the Petroleum Hub Development Corporation (PHDC), Dr Toni Aubynn, at the PHDC head office in Accra on Tuesday, September 30, 2025.
During a warm interaction, H.E. Kojo Choi explained that the visit was part of his efforts to gain in-depth knowledge about the Petroleum Hub project and explore its various investment opportunities.
In his welcome remarks, Dr Aubynn expressed gratitude to H.E. Kojo Choi for the courtesy call, noting that such gestures by high-ranking government officials reflect the government’s collective efforts to secure the necessary funding for the Petroleum Hub project.
Dr Aubynn outlined the diverse investment opportunities within the Petroleum Hub, highlighting that the construction of three refineries, five petrochemical plants, storage tanks, port infrastructure, and two jetties offers unparalleled prospects for South Korean and global investors.
He further noted that ancillary projects, including schools, roads, railways, and fertiliser plants, among others, also present significant opportunities.
Addressing concerns about potential feedstock for the Petroleum Hub, Dr Aubynn emphasised that the projected rise in demand for petroleum products across the sub-region, the absence of a complex petroleum hub on the continent, Ghana’s strategic geographical location, and its business-friendly environment ensure the project’s success.
H.E. Kojo Choi expressed admiration for the progress made by Dr Aubynn since his appointment in March, commending the PHDC for its exceptional work in promoting the Petroleum Hub project.
He stressed that the ambitious project requires widespread support and pledged to actively promote it to South Korean and Asian investors, positioning the Petroleum Hub as a preferred investment destination.
In his concluding remarks, Dr Aubynn, on behalf of the PHDC management and staff, thanked H.E. Kojo Choi and affirmed the corporation’s readiness to engage with investors from South Korea and other parts of the world.
The visit by His Excellency Kojo Choi follows the recent unexpected visit by the Legal Advisor to the President, Ms Marietta Agyeiwaa Brew.

The Petroleum Hub Development Corporation (PHDC) was established under the Petroleum Hub Development Corporation Act, 2020 (Act 1053) to lead the development of a world-class petroleum and petrochemical hub in Ghana. About the Petroleum Hub Project
The Petroleum Hub Project, estimated at $60 billion, will be located in Jomoro, in Ghana’s Western Region. The hub will comprise: Three refineries with a total capacity of 900,000 barrels per stream day (BPSD),
Five petrochemical plants with a minimum capacity of 90,000 BPSD. Storage tanks with a cumulative capacity of 10 million cubic meters and at least two jetties to support import and export activities.
The project is poised to position Ghana as a leading petroleum and petrochemical hub in Africa, enhancing regional energy security and economic integration.
